制定地方性法规是宪法和法律赋予的一项重要职责,是地方立法的重要形式。作者参与了全国首部关于外送快餐卫生管理的地方性法规《无锡市外送快餐卫生管理规定》的立法实践,分析了其中具有地方特色的新规定,为今后地方立法提供参考。

To formulate local laws and regulations is an important responsibility which the constitution entrusts with. This article expounds the author＇s legislation practice and experience after participating in the first local law formulation about the health mangagement of fast food delivery - Health Management Rule for Fast Food Delivery in Wuxi. The article also analyzes the new characteristics to give some references in the following local law formulation.
