摘要
运用系统科学和协调发展观建立REES指标体系和综合评价模型,计算获得2000-2004年内江市生态可持续发展综合评价值,采用2维4象限法,对内江市生态可持续发展水平和协调性进行了评价,并对其可持续发展关键制约因素进行了分析。得出结论:①内江市2000年后从停滞的人类发展进入弱可持续协调发展阶段;在生态和发展之间的关系上,总体是发展不足。②生态系统可持续发展的关键制约因素是水,对发展的约束已凸现;发展系统的关键制约因素是产业空心化。③应用此方法进行区域生态可持续发展评价,具有层次分明、形象直观、符合实际、揭示机理的作用。
Based on the concept of system seience and harmonious development outlook, an REES index system and an integrative assessment model were established, by which the integrative assessment values were obtained for the ecologically sustainable development of Neijiang city in 2000-2004, The 2-dimention4-quardrant method was adopted to assess the level and harmony of sustainable development of Neijiang and analyze the critical limiting factors for it, It is projected that Neijiang city will changed from the stage of underdevelopment of the human system to the stage of weak harmonized sustainable development 'after 2000. Taking the relationship between ecology and development into account, the development of the city is insufficient. Water constitutes the critical limiting factor for sustainable development. "Hollow" industries are the critical limiting faetor for the development system. This approach of assessment is recommended for regional ecologically sustainable development.
