县级城市规划实施管理存在规划实施滞后、城市整体功能缺失等问题,应用先进理论和系统方法研究城市规划,严格执行经审批的规划,完善城市规划实施保障体系和城市规划体系。

There exist with the management of lmplementation of Urban planning at county level such problems as lagging behind of the planning implementation and loss of overall urban functions, etc. Therefore it is necessary to study the urban planning with advanced theoretical approach and systematic approach and implement strictly the approved plan and perfect the guarantee system for implementation of urban planning and planning system.
