摘要
介绍了新加坡自1965年建国以来实行的垃圾收费制度,在执行垃圾收费制度过程中,新加坡政府一是注重公共教育;二是完善法制环境;三是实行有效收费方式,使得垃圾收运处置费的收缴率近100%。借鉴新加坡的经验,提出上海市首先应形成社会公众教育的长效机制;其次以人为本,构建统一高效的收费方式;三是形成人性化的救助保障体系;四是建立健全惩罚机制。
Waste charging regulation that has been implementing since established state in 1965 was introduced in detail, the waste charging rate is near 100%, because of paying attention to public education, improving legal system and adopting effective charging model by Singapore government in performance waste charging regulation process. Using experience of Singapore, it was put forward that ： first, long term mechanism of social public education should be formed, second, based on people, unified effective charging model should be constructed, third, humanity help guarantee system should be formed, forth, punishment mechanism should be set up and perfected.
