During the accelerated process of urbanization, a mass of county＇-owned lands was requisited into trade estate. During the land requisition, the relationship between local government and land-confiscated peasants was actually gambling relationship. The setup of selling land and compensation dominated by local government made the land -confiscated peasants nothing in the land expropriation. The root of zero -sum game rested with following several aspects. The objections of the current system of land requisition resulted in unjust gambling rule. The strength of local government and land-confiscated peasants was out of balance, which resuhed in the weak place of land-confiscated peasants. Local government made use of the double role of gambling rule constitutor and interest gambler to pursuit the maximization of self-interest and ultimately the land-confiscated peasants could not escape from the destiny of failure.
