People Foremost——a Concentrated Performance of the CPC's Law of Ruling

中共十六届三中全会提出“以人为本”的思想,为中国政治生活注入了新的人文精神。作为中国共产党的执政规律,在过去发挥了重要作用。“以人为本”是建设社会主义的必然要求,中国共产党在执政过程中必须作到:正确界定“人”的内涵,处理好国家经济发展同最广大人民生活水平的提高、人民依法行使民主权利和服从党的集中统一领导、人的个体与国家这个集体等关系,才能取得建设社会主义的胜利。

The thought of ＂People Foremost＂ put forward at the Third Session of the 16th Central Committee of the Party has injected a new humanistic spirit into the Chinese political life. As the law of ruling of the Party and an inevitable requirement of socialist construction, it has played a significant role. The CPC must define correctly the connotation of ＂people＂ and deal with the relations between economic development and enhancing the living standard of the masses, between the people exercising their democratic rights and obeying the Party＇s centralized leadership and between individuality and the collective of the state so as to win the victory of socialist construction.
