The reformation of criminal compulsory measures is a key to the reformation of criminal pre-trial procedure. The science and justice of non-detention compulsory measures in design involve its application in practice as well as protection-for the basic fight of every defendant and for the human fight. The non-detention compulsory measures, therefore, must be highly regarded in order to set up a scientifically proper system of compelled measures that, in the same time, is adapted to our national state.
