摘要
服务型政府最大的服务就是提供制度供给。政府转型实质上就是政府管理体制的变迁,而在制度层面,我国存在两大不足,即制度短缺和制度失灵。在制度供给过程中,为了走出路径依赖的陷阱,使制度供给进入良性循环,应该从观念、经济和体制的角度分析其原因,提出制度重塑的内容和目标:建立多元服务供给体制,建立科学的绩效管理体制,逐步建立规范化的质量管理体制,加快电子政务体制建设,完善法制建设,加快政府问责制度化。
The best service of service - oriented government is providing supplies of system. There are two big problems：system shortage and system malfunction. In order to go out of the trap in the process of system providing and make the supplies of system go into a good circulation,we should analyze these problems from concept, economy, system of organization and try to work out the contents and targets of restructuring of the system.
