产权理论与流域水权配置模式研究

Property Right Theory and Mode for Basin Water Right Disposal

行政分割、部门割据以及地方保护主义已成为我国流域水资源管理的最大障碍。本文从产权和产权制度的特征与功能出发,分析了水权与水权制度的涵义,试图运用产权理论说明我国应选择何种流域水资源产权的配置模式,才能使其效率达到最大化。文中着重分析了流域水权配置的三种模式:行政管制分配、用水户参与分配、市场交易分配,并比较了三种配置的效率。最后,构建了我国的水权配置模式图。

The administrative segmentation, departmental segmentation, and local protectionism have become the greatest obstacle to water resource management of basin in our country. This paper analyses water right and water right system based on the characteristics and functions of property right and property right system. This paper attempts to use the property right theory to prove which kind of basin water resource property right disposition mode our country should choose so as to maximize its efficiency. This paper discusses three kinds of modes that the water right in the basin disposes and compares the efficiency of three kinds of dispositions. Finally, this paper establishes the mode of water right dispose in our country.
