Community Establishment: the Transformation from the Government Choice to the Social Choice

在我国社会主义市场经济的建设过程中,随着“单位制”的解体,国家开始从对居民社会生活的全面干预中退却,政府希望通过社区建设来解决城市居民的再组织问题以及单位制解体后所剥离的社会功能的承接问题。本文分析了社区建设的政府选择的背景和现实依据及其走向社会选择的必然要求,并提出了走向社会选择的社区建设中应重视的几个问题。

During the construction of the socialist market economy of our nation,the government has begun to withdraw from the all-ground intervention in the residents＇soci -al life because of the break-up ofthe ＂unit＂ system, so the govemment hopes to establ-ish community to reorganize the urban residents,and to carry on the social responsibiliti-es after the break-up of the ＂unit＂system.This essay probes into the background and the basis of the government choice during the community establishment.And it also anal-yzes the inevitabilities of social choice during the community establishment,Besides,this essay discusses several important aspects worth paying attention to during the transfo-rmation from the government choice to the social choice.
