经济转型和中国加入世贸组织后,具有特殊区位特征的江西农业经济必将迎来新的市场冲击和风险,迫切需要一套适应于新农村市场经济建设的农村最低生活保障制度。在分析江西农村贫困人口及社会保障现状的基础上,结合江西农业面临的新形势,提出了构建江西农村最低生活保障制度的具体构想。

With the economic reform and China＇s entry into the WTO, the agricultural economy in Jiangxi Province, which boasts special characteristics due to its location, will certainly face new impact and risks from the market. Therefore, it is in urgent need of a new system to ensure the minimum living standard in the countryside to keep in pace with the development of the new rural market economy. Based on an analysis of the impoverished population in Jiangxi＇s Countryside, the status quo of the social security, and the new situation agriculture in Jiangxi faces, this article proposes the concrete concept of constructing a system to ensure a minimum standard of living in Jiangxi＇s countryside.
