Jiangxi＇ s fast developing economy mainly relied on huge investment with low rates of return, indicating features of extensive operation including high input, high consumption, low quality and low efficiency. Sustainable development means increasing energy and resource utilization efficiency so as to minimize wastes production, to protect ecological environment, to promote the self recovery of the ecological system and to achieve the win -win between society and economy and environment, thus is a significant choice to realize modern industrialization.
