明确高校行政管理、学术管理的界定,分析其相互关系及现状,提出通过合理行使高校行政权力与学术权力,建立既相互联系又相互区别,相辅相成并有所制约的行政管理与学术管理间的关系,构建和谐的行政管理与学术管理的运行机制,提高竞争力,使高校能在竞争中立于不败之地。

This paper tries to define the bounds between the administrative management and the academic management in the university. It not only analyses the relationship and the present situation between the administrative management and the academic management, but also emphasizes the importance of establishing a harmonious, well- coordinated relationship between them, hoping to improve the competitive power among the universities.
