论建立健全社会信用体系的“一体两翼”结构

"A Body and Two Wings" Construction for the Establishment and Perfection of Social Credit System

建立健全社会信用体系不仅是全面建设现代市场体系的必要条件,也是规范市场经济秩序的治本之策。以产权基础为主体,以道德支撑和法律保障为两翼则形成了建立健全社会信用体系的立体性架构。党的十六届三中全会根据“建立健全现代产权制度有利于形成良好的信用基础和市场秩序”的认识,明确提出建立归属清晰的现代产权制度,从而使得产权和道德、法律可以协同推进,形成合力,共同建立健全社会信用体系。

Establishing and perfecting social credit system is not only an essential condition for the overall construction of modem market system, but also a permanent cure for the regularizafion of market economy order. A three-dimension construction aimed for establishing and perfecting social credit system can be formed with property fight as the main body and moral and legal means as two wings. Third Plenary Session of the Sixteenth Central Committee of the Party, based on the understanding that＂establishing and perfecting modem property right system helps form a good credit and market order＂, explicitly proposes setting up modem property right system with clear-cut ownership, making possible the coordination of property right, ethic and law with a view to establishing and perfecting social credit system.
