On the Compulsive Attribute of International Law

强制性是国际法的内在属性;国际社会具有强制实施国际法的途径和方法;不过在实施效果方面,国际法与国内法相比属于较弱的一个。国家间的相互依存、国际社会的组织化以及国际刑事制裁的新发展使国际法的实施呈现由弱渐强的趋势。

Compulsion is the intrinsic attribute of international law. There are compulsive approaches or methods to bring international law into effect in international community. But international law is a weaker one than domestic laws concerning the effect of the implementation. The weaker international law is becoming stronger with the inter-dependence among nations, the systematization of international community and the new development of international criminal sanction.
