流动人口问题关乎国家能否实现现代化的大局,人口转移的实质是农村人口向城市的转移。目前,流动人口存在超量、低质、盲动的现状,加强其管理有着十分重要的意义。当时代进入以人为本、建设社会主义新农村和构建和谐社会的历史时期,阳明街道会同阳明派出所根据当地的实际情况,把“农民工”问题看成是解决“三农”问题的关键,厘清了与流动人口相关的三大悖论,探索出了流动人口“一软一硬”的社会化管理新举措,并取得了良好的效果。

The problem of recurrent population affects the situation whether we can realize the modernization of our country. The bottom line of population transfer is that from the country to the cities. The key to solving the ＂Three Points of Country＂ problem lies in the ＂the fourth point of country＂--＂ rural workers＂.
