"跨越式赶超战略"受到技术水平和人力资本的约束。从中国20世纪80年代以来显示比较优势的变化可以看出,比较优势正逐步从劳动密集型产业向资本和技术密集型产业转变,并没有跌入"比较利益陷阱"。这说明中国以比较优势为基础的发展战略是有效的,要真正实现对发达国家的赶超,必须坚持发挥比较优势,走渐进式赶超之路。实现中国比较优势从劳动密集型产业向更高产业转变,关键是提高人力资本技术水平。

The strategy of catching-up by leaping is decided by technology and personal capital. The revealed comparative advantage （RCA） of exported goods fi＇om 1980 to 2004 shows that China＇s comparative advantage has been shifting fi＇om labor-intensive goods to capital-intensive and technology-intensive goods and hasn＇t fallen into the pitfall of comparative advantage. And it shows with the present strategy based on comparative advantage is effective. China should stick to the strategy and try to catch up with the developed countries by gradual development instead of by leaping. In order to catch up with developed countries and shift comparative advantage, China must improve its human capital and technology.
