试论科学发展观与新农村公共产品建设

On Pursuing a Scientific Strategy of Development and Constructing Public Products of New Countryside

我国农村落后和城乡差距的扩大化,主要表现在公共产品的落后和差距上,增加公共产品供给理应作为新农村建设的突破口。从新农村建设的内在要求出发,增加农村公共产品供给应以科学发展观为指导,坚持以人为本,不断满足农民的需要;以全面、协调发展为原则,逐步完善农村公共产品供给体制;以可持续发展为原则,建立健全农村公共产品投资和维护体制。

The big difference between countryside and city mainly lies in the difference of the public products. As for the inner demand of constructing new countryside, providing more public products is a breakthrough for this construction, which should be based on pursuing a scientific strategy of development, should stick to human-centered strategy, and should persist in principles of sustainable development to constructing its investment and protection system.
