Implementing the Scientific Outlook on Development and Enhancing the Administrative Power of the Party

相继召开的党的十六届三中全会和四中全会分别提出了落实科学发展观和加强执政能力建设两个重大问题。这两个重大问题的紧密结合具有客观必然性和现实紧迫性；两个重大问题有着共同的基础，其结合具有巨大的历史价值；两个重大问题的结合体现“三个代表”重要思想的本质要求。

Issues of implementation of the scientific outlook on development and enhancement of the administrative power of the Party were raised respectively during the Third and the Forth-plenary session of the 16th Party Central Committee. The integration of the two issues, which share the same basis, has tremendous historic value and reflects the basic requirements of the ＂Three Representatives＂thought.
