ZHAO Er—xun is one of the most influential governors in Hunan in the last years of the Qing Dynasty. With his powerful background, his great courage and strong personality, he makes great achievements in consolidating local administration,developing education,industry and commerce and reforming some social customs,which helps with the modernization of Hunan.
