论创业氛围的形成与传导机制

On the Mechanism for the Formation and Conducting of Entrepreneurial Atmosphere

本世纪以来,我国已经有不止一个省份的政府提出营造“全民创业”社会氛围的政策主张,安徽省也在其中。但政府希望全民创业的良好愿望与民间创业氛围的营造、创业活动的活跃如何形成互动,有一系列问题需要研究与探索。政府的“热”与民间的“热”是不同的,只有政府意愿、创业外生环境与创业内生氛围之间的传导机制运行顺畅,政府的“热”才能顺利转化为民间的“热”,而民间的“热”也只有在特定条件下才可以传导。

Since the beginning of the new century, quite which is Anhui, have made policies to encourage an all-round a few provincial governments in China, one of entrepreneurial social atmosphere. But how can the government interact with the formation of the entrepreneurial social atmosphere and the people＇s entrepreneurial activities. These are issues waiting to be solved. Government＇s ardent wishes could never be transformed into people＇s enthusiasm unless the conducting mechanism works smoothly, and without some special factors, people＇s enthusiasm could not be conducted, either.
