The Development of NGO and the Transformation of Public Administrative Models in China

非营利组织(NGO)在中国的兴起引起了中国行政环境发生了一系列的变化,如政府唯一行政主体地位的改变,利益主体的多元化的趋势,公民参与意识的增强,公共行政治理范围的扩张等。通过分析这些变化和影响,提出了中国公共行政治理方式转变的方向:由管理向服务,由封闭向开放,由人治向法制,由单一向多元的方向发展。

The appearance of NGO in China has brought about changes to Chinese Public Administrative Environment eg, the challenge to the principal status of the government administration, the multipolarization of beneficiaries, the rising awareness of participating in the public business and the enlargement of public administrative scope. Through analysis, we brought forward the public administrative models in China are experiencing a series of transformations, such as from supervision-oriented pattern to that of service oriented, from closed type to an open one, from a government ruled by men to that ruled by law and from a unitary model to a diversified one.
