An electronic map that is basic for GIS is of great importance. It should be processed properly in the application of GIS to basing highway construction on information. This article, which gave a detailed introduction on the process of dealing with electronic maps, included three aspects as defining the map projection which is mainly about correcting and combining directions of highway in maps, evaluating the peg marks which are used for orienting and measuring highway in maps, as well as huilding up topological graphs of highway maps finally.
