做好电力建设工程安全设施“三同时”工作 确保安全生产和工程长期安全稳定运行

Earnestly Perform "Three Simultaneity" Work for the Safety Facilities of Electric Power Projects and Ensure Safety Production and Long-term Reliable Safety Operation

我国现行安全生产法规要求电力建设项目的安全设施必须与主体工程同时设计、同时施工、同时投入生产和使用。电力建设项目应充分利用安全评价等现代安全管理模式,把安全设施“三同时”工作落到实处,确保从源头上建设本质安全型工程。为促进电力建设项目“三同时”工作健康有序发展,当前,各地和各有关企业要继续抓好落实企业安全生产主体责任、加大事故隐患整改力度、加强对建设项目“三同时”工作的监督指导,以及做好安全预评价和安全验收评价报告的评审备案工作。

In accordance with the current safety law and regulations, the safety facilities of electric power projects must be designed, constructed and commissioned in parallel with main works. Electric power projects should make full use of safety evaluation and other modem management approaches to carry out the ＂Three Simultaneity＂ and ensure a safety project at the beginning of construction. In order to make a healthy and smooth progress for the ＂Three Simultaneity＂ work, all local agencies and enterprises concerned, at present, should continue to carry out safety responsibility system, strengthen treatment of hidden accidents and supervision of the ＂Three Simultaneity＂ construction projects and earnestly perform review and registry work for safety pre-evaluation report and safety acceptance appraisal report.
