Forging Ahead Orderly and Well Coordinating to Bring about a Sound Development of Acceptance Program for Safety Facilities of Hydropower Construction Works

根据我国现行安全生产法规,水电建设项目必须重视工程安全,加强工程安全鉴定和安全评价,贯彻落实安全设施“三同时”的要求。为此,在分析我国水能资源开发规划和水电站工程安全重要性的基础上,介绍了水电建设工程安全设施“三同时”管理体系和相关规定,并对水电建设工程安全设施“三同时”管理工作提出若干设想和建议。

According to the laws and regulations for safety production, attention must be paid to safety production in hydropower project construction, and the safety assessment and verification must be intensified and the requirement of ＂Three Simultaneity＂ for safety facilities must be met. So, based on the studies on the development plan of water potentials and importance of safety facilities for hydropower projects construction in China, this paper gives an account of the management system of ＂Three Simultaneity＂ for safety facilities of hydropower projects and their related regulations. This paper also puts forward some ideas and suggestions for the implementation of management system of ＂Three Simultaneity＂ for hydropower development projects.
