To improve the ability of government dealing with urgent matters, governors in many countries are integrating social resources, strengthening law construction, and setting up the system of government urgent management and quick response. In the new era, our government is in the transition from traditional planned economic system to socialized market economic system. So we should turn various urgent matters into the opportunity of governmental crisis management, set up self- contained government urgent management system with strong pre- warning system to promote the study on theory of government urgent management and quicken construction of urgent management system.
