虽然从全球范围看，不同的地区，不同的国家，对信息技术的掌握、拥有和享用的程度存在着很大差别，但是迅猛发展的信息技术能够带来巨大的经济利益和社会进步早巳成为不争的事实。从我国的人均计算机数、人均上网人数等信息化程度指标可以看出，信息技术在国民经济和社会发展中的应用不断深入，信息产业持续快速增长，信息基础设施更加完善，服务水平不断提高，从而为电子商务、电子政务的发展提供了良好的信息化平台。
Although different countries and different regions in the world vary greatly from one another in the extent of know-how, possession and application of information technology, it has long been an indisputable fact that rapid development of information technology brings about enormous economic benefits and promotes social progress. Judged by the per capita rate of possession of personal computers, the Internet usage rate among the total population and other indexes concerning the extent of development of computer-based information systems, the application of information technology in national socioeconomic development in China keeps extending in an in-depth way.
