Undoubtedly, China's decision to dispatch troops to Korea in 1950 involved the interplay of many different factors. Among these, consideration of the security interests of New China was naturally paramount for the ruling CPC. From the debate over the dispatch of troops at the highest levels of the CPC, and the fact that in the course of this debate, before a decision was taken, Premier Zhou Enlai sent a warning to America on behalf of the Chinese government, via India's Ambassador to China,2 against crossing the 38th parallel, it is clear that if the US government had been aware of the CPC leadership's exact demarcation of national security boundaries and called a timely halt, North Korea's request for help would not necessarily have triggered the CPC leadership's decision to dispatch troops to Korea against the United Nations forces headed by the US.
