摘要
浙江省浦江县仙华水库在建设过程中,采用了BOT形式,引入民间资本,解决了政府加快基础设施建设与资金不足之间的矛盾。在工程具体实施过程中,业主方根据BOT在水利工程中的特点,采用双业主方式,妥善解决了工程中遇到的新问题。
Xianhua reservoir in Pujiang County, Zhejiang Province has adopted BOT in its financing and construction by introducing private investment to make up insufficiency of government investment for infrastructure. During the construction of the reservoir, a twin-owner approach is adopted basing on characteristics of BOT in water resources projects and has properly solved new questions.
