分析了政务公开的价值主要在于:以权利制约权力、公共责任以及科学决策的价值。针对转型期中国行政生态的复杂性使得政务公开在中国出现了扭曲变形等问题,即:经济价值泛化、制度配套的欠缺、动力驱动的制约,提出了在构建和谐社会的进程下,必须将和谐社会的具体要求纳入到政务公开之中,突出政务公开的和谐价值,注重政务公开的价值与特有国情相匹配。

The article analyses that the value of government affairs openness mainly lies in restricting power with right, public duties and scientific policy- making. In view of the problems of the complexity of our country＇s administrative ecology during the age of social transformation, there are many distorted problems happening in government affairs opening, such as economic value exudes, the defect of the whole system and restriction of power driving. So during the course of constructing harmonious society, we must bring the harmonious society＇s specific request into government affairs opening,give prominence to its harmonious value, and pay attention to the match between its value and unique national conditions.
