流域水电开发呼唤PM建设管理模式

PM Construction Management Mode for Hydropower Development in Drainage Basin

简要介绍了国际通行的现代工程项目管理(PM)的三种基本应用模式:PM(ProjectManagem ent项目管理服务)模式、PMC(ProjectManagem ent Contractor项目管理承包商)模式,以及“全功能工程项目管理”模式,并剖析了中国实施PM的现状,其中着重分析了国内水电工程建设实施PM模式的优势、必要性和条件,指出了水电工程领域在实施PM项目管理方面的落后和不足,并提出走探索、试点和推广的道路,在流域开发中应用和发展PM建设模式。

Three kinds of basic modes of Project Management which are practically applied in modern projects in the world are briefly described,including PM(Project Management),PMC(Project Management Contractor) and Full-function Project Management.Current implementation of PM in China is analyzed with main concerns to advantages,necessity and conditions for practising PM mode in hydropower project development in China.Some backwards and shortages in implementation of PM mode in hydropower field are presented.PM construction management mode for hydropower development in drainage basin should be adopted and developed by making researches,experiments and popularization.
