长江源区的调水,绝不能是单一黄河委员会组织规划实施的事,也不仅是水利、水电部门的事,而应该是地质、地震、气象、地球物理、资源、环境、经济、民族、文物、旅游、国防等各部门共同研究、讨论、规划的大事,更是全国人民参与建立公共规划论证体系的大事,必须实现全社会参与、科学决策、人民监督。我们不能总是只喜欢搞新工程,上开源工程,做看得见的工程,而不重视节水、挖潜。
