技工短缺、产业结构升级与农村经济发展

The Technician Shortage, the Upgrade of Industrial Structure and the Development of Rural Economy

目前,技工短缺已成为各行各业比较普遍的现象。今后若干年,这一现象将持续存在。技工的普遍短缺,反映了我国在经济结构上劳动力供给和需求矛盾的升级以及农村剩余劳动力问题的加剧,这是我国社会经济结构进一步转型的关键标志。为此,我们必须加速农村经济的全面发展,加大对农民教育和培训的投入,促进农民知识技能的提高,同时要充分发展服务业,使产业结构向有利于就业的方向发展。

Currently, the technician shortage has become quite widespread phenomenon in almost every industry and occupation. From now on to the next several years, this phenomenon will continue to exist. Technician shortage at large reflects the upgrade of conflict between the supply and demand for labor force and the problem of countryside labor surplus turns to be worse in our country. This kind of antinomy is the key indicator to show the need of further transition of economic and social structure of our country. For this reason, we have to accelerate the overall development of rural economy, increase the input of farmers＇ education and training, promote the improvement of farmers＇ knowledge and technical skill. In the meantime, we need to develop service industry in the full scale, so as to make the development of industrial structure toward the direction that is advantageous to employment.
