关于统筹城乡社会保障制度建设的两点思考

Thoughts of Constructing Social Guarantee System in Urban and Rural Areas

党的十六届五中全会进一步明确提出“积极推进城乡统筹发展”的战略目标和任务。统筹城乡社会保障制度建设影响着我国全面建设小康社会的进程,关系着“五个统筹”的落实。在实践中要从基本同情出发,充分考虑我国经济的承受能力和历史文化传统,发挥政府的主体作用,体现不同社会群体享受社会保障的差异性。

The 5th Plenary Session of the Party＇ s 16th Congress further puts forward the strategic target and task of ＂actively pushing forward over-all development in the urban and rural areas＂. Over-all social guarantee system in urban and rural areas affects the process of building our well-to-do society and concerus the realization of ＂the five over-alls＂. In practice we should start from basic state situation and take into full consideration our economic capacity and historical and cultural traditions, give play to the main role of the government and embody the differences of social guarantee enjoyed by different groups of people.
