随着网络时代的来临,传统著作权法律制度下的图书馆合理使用制度所构建的利益平衡格局受到了冲击。为了适应时代发展的需求,更好地发挥图书馆在促进国家科学、文化、教育发展中的作用,必须在“利益平衡”理念的指导下,对图书馆合理使用制度进行重构。

With the coming of the Internet Era, the present library system, which was constructed according to traditional copyright law system, is under challenge. In order to meet the need of the developing times and better the function of libraries in developing science, culture, and education in our country, it is important to consider the＂balanced benefit＂ and reconstruct the system of using libraries reasonably.
