唐代前期都督府为州一级行政机构吗?——对《唐代前期都督府探讨》的商榷

Were the Provincial Commanding Administrations as Same as Official Position-Administrations in the Prophase of Tang Dynasty——A Discussion with the Author of Elementary Research on Dudufu(都督府) in the Fore Period of the Tang Dynasty

本文对李青淼《唐代前期都督府探讨》一文提出的“唐前期都督在从军政向民政转变过程中,其等级也从统州降至与州同级”这一观点提出了不同意见,认为都督府是对驻在州有完全军事、民事管理权,对所督其它各州有完全军事及部分民事管理权的军政合一机构,虽不是标准的行政机构,但正因为对所督州有部分行政管理职能,也就形成了相应的上下级统属关系,在唐前期,都督并未下降为与州同级的官职,都督府也不是州一级行政机构。

In Li QingMiao＇s article of Elementary Research on Dudufu（都督） in the Fore Period of the Tang Dynasty, the author thinks that Dudu（都督） had been demoted to Zhou in the process of the change of Dudu（都督） from military administration to civil administration in the prophase of Tang Dynasty. The author＇s opinion of this article is different from Li QingMiao^s. The author of this article thinks that Dudufu（都督府） was a military and administrative complex which had all rights of military affairs and civil affairs in the Zhou（州） where it quartered, and had all rights of the military affairs and parts of rights of civil affairs in other Zhou（州） which it ruled. Dudufu（都督府） was not a standard administrative organization, but there was a relationship of the superior and the inferior between Dudufu（都督府）and Zhou（州） because Dudufu（都督府） had parts of administrational functions to administer the Zhou（州） which it ruled. So in the prophase of Tang Dynasty, Dudu （都督） had not been demoted to Zhou（州）class official position, and Dudufu（都督府） was not Zhou （州） class administrative organization.
