Reflection on Local Governments' Providing Financial Subsidies for Competitive Enterprises

财政补贴是宏观经济调控的一种手段。国内外地方政府都会采取各种形式对本地区竞争性企业提供财政补贴,但在采用这一调控方式时,往往会出现国家利益与区域利益、区域利益与企业利益、受惠企业与非受惠企业之间的矛盾,解决这些矛盾应坚持以国家整体利益为重、区域利益为主和企业效率优先的重要原则。

Financial subsidies of state and local governments is an effective tool for macroscopic economic command. In order to attract economic resources and to promote regional economic development, local governments, to a certain extent, give local competitive enterprises all kinds of subsidies by using their financial income. But some problems arise when local governments adopt this means. To resolve the contradiction national interestmust must be put at the first place, regional interests mainly considered, and priority being given to the efficiency of enterprises, the three principles for local governments to provide financial subsidies for competitive enterprises.
