虽然我国国有资产进行了委托———代理制改革,但产权制度改革的滞后使得“政企难以分开”成为国有资产经营、管理中克服不掉的“硬核”,并使国有资产流失严重。只要把国有资产直接委托给企业的全体职工,就可以克服目前国有资产运行中的各种弊端,同时也才能真正保证劳动者的发言权和国有资产的民主管理,提高国有资产的运行效率。

Although we have made principal - agent reform for our state - owned assets, but because of the lagging reform of property right system, the difficulty of separating government functions from enterprise management has become a formidable ＂hard nut＂ in operation and management of the stateowned assets, it also has made our state - owned assets drain seriously. This arti- cle thinks that entrusting directly the state - owned assets to the staff of the enterprises can overcome various kinds of drawbacks of the present operation of our state - owned assets, and this also can really guarantee labourers＇ right to speak and the democratic management, thereby the running efficiency of our state- owned assets can be improved.
