图书资料的政府采购在推行过程中,遇到了诸如监督执行不够、招投标专家意识薄弱、缺少采购平台以及图书馆自身因素所产生的若干阻碍。除了加强制度建设、监督管理以及克服图书馆的主观障碍外,推行界内统一的图书馆政府采购电子信息系统可以作为有力的手段,从而健全图书资料的政府采购制度。

As a new thing, government purchase of books and resource is unripe at the beginning. In the extending process of it, government purchase may face with many obstacles, such as not enough supervision, insufficient ideas of experts, lacking network purchase site, etc. In order to sound the government purchase of books and resource, it＇s necessary for library to overcome those difficulties what this paper has elaborated, and to draft a network information system of government purchase in libraries.
