摘要
在调峰容量分布相对集中的电力系统中,部分调节能力较强的厂商有可能通过策略性竞标在负荷低谷期挤占竞争对手的份额而获取额外的利益,并迫使竞争对手停运调峰。文中通过引入调峰力的概念对电力市场中的调峰问题进行研究,指出不同市场细则对发电厂商实施调峰力的影响。在此基础上,制定了基于市场集中度的调峰力指标,为评估调峰容量在各厂商间的分布水平以及衡量整个市场存在的调峰力大小提供了量化的分析标准。最后,通过将调峰力指标与装机容量集中度指标作比较,说明了针对调峰力制定定量分析指标的必要性。
Units with better performance can obtain additional profit by strategic bidding during non-peak period in the market where the peak regulation capacity is centralized. As a result, some competitors are even forced to shutdown. The concept of peak regulation power is introduced in this paper so as to study the peak regulation problems. Study shows that the effect of regulation power varies with different market patterns. And then, peak regulation power index based on centralization degree is presented to evaluate the distribution and quantification of peak regulation capacity. Moreover, the index is proved to be necessary by comparing with the installed capacity centralization index.
