摘要
以二级学院为中心的大学校内管理体制,是指学院在学校总的目标、原则指导下,拥有足够的与它相符的责任、任务相一致的权力,与担负责任、任务相适宜的利益,真正成为充满活力的办学实体。实施这一管理体制,更符合管理科学的原则及教育的自身规律。这种体制会增强二级学院的责任感,充分调动和发挥学院的主动性、积极性、创造性,使其开拓创新能力得以张扬,挖掘其最大潜能,不断提高教学质量、科研水平和办学效益。
The purpose of inner administrative system taking faculties and departments as the main operating entities in universities results from the fact that the university wishes to grant faculties and departments adequate rights and interests in connection with their designated responsibilities and tasks in order for them to act as vigorous management entities in the strictest sense. Exercising such an administrative system is a practice which conforms with the scientific development and the objective law of higher education. It at the same time enhances the sense of responsibility, generates the initiatives, enthusiasm and creativity and fully taps the potentials of all the faculties and departments so as to realize the goals of continually promoting education quality, research level and management efficiency of a university.
