随着社会经济的发展,我国已进入经济转轨和社会转型期,各项体制改革不断推进,卫生改革也是其中之一。当前卫生改革中的一些问题必须从政府行政体制改革的层面来解决,需要政府多部门、多层级的分工协作,增强政策间的协调性,促进卫生体制改革与政府行政体制改革、公共财政改革同步实施。

Health reform is one of institutional reforms which have been advancing continuously in period of economic and social change. Some problems of current reform should be resolved from the govermnental administration reform, which requires multi - sections and multi - levels cooperation so as to improve policy harmony, and to parallel health, govermnental administration and public finance reform.
