A Systematic Managing of Public Enterprises Is the Government's Important Responsibilities

政府和国有资产管理机构对国有企业履行出资人职责,除目前规定的企业负责人管理、企业重大事项管理、企业国有资产管理和监督外,还要搞好对公有企业的经营治理制度管理,包括法人治理结构、民主制度、决策制度、监督制度、人事制度、分配制度、购销制度等的管理。这是既不干预企业生产经营活动又能规范生产经营活动、真正实现所有者到位而又不越位从而搞好国有企业的关键。

The government and the state-owned assets management bodies bear the responsibilities as investors of the public enterprises. In addition to the currently-required management of the enterprise principals, the management of important projects of enterprise, management and supervision of state-owned assets, we should improve the management of business operating system, including the management structure of Legal Bodies, the demoncratic system, the policy-making system, the supervision system, the personnel system, the allocation system and the system of purchasing and marketing. We should not interfere with but standardize the enterprise＇s producing and operating activities and involve all parties but not be offside and it is critical for us to better state-owned enterprises
