摘要布达佩斯开放存取计划提出了实现开放存取的两种途径:一是自存档,即建立开放存取仓储;二是创办开放存取期刊。本文分别对开放存取期刊和开放存取仓储的质量控制问题作了分析和介绍。 Budapest Open Access Initiative puts forward two ways to realize open access： one is self-archiving, that is, to establish open access repositories ; the other is to set up open access journals, This essay gives an analysis and description of how to control the quality of open access journals and open access repositories respectively.
