摘要
本文对高校科技创新能力提出了比较完整的分析框架,分析了我国高校科技创新活动的变化趋势与特点,并对影响我国高校科技创新能力的决定因素进行了回归分析。结果发现在基础研究能力上,各高校之间的差距呈现逐渐降低的趋势,而技术创新能力差距总体呈现扩大的趋势;人力资源的数量与基础研究能力之间的关系并不确定,与技术创新能力之间存在较弱的正相关关系;高校科技经费支出结构的不同将对其基础研究能力与技术创新能力产生不同影响。学校-产业间关系的紧密程度加强,对基础研究创新能力并没有太大的影响,但会显著提高高校的技术创新能力;我们对基础研究创新能力与技术创新能力的进一步分析发现二者并不存在紧密的关系。
This study proposes an integrated framework to evaluate science and technology innovation capacity of higher education institutions (HEIs) in China. The study explores the changing trends and characteristics of such capacity, and uses regression analysis to identify determinants of such capacity. The main findings are as the following: gaps in basic research capacity are diminishing while those in technology innovation capacity are enlarging; human resources factor does not correlate to basic research capacity but has weak positive correlation to technology innovation capacity; research funding structure has different impact on basic research capacity and on technology innovation capacity. The intensification of university-industry links has no significant impact on basic research capacity but does significantly enhance the university's technology innovation capacity; and there is no significant correlation between a university's basic research capacity and its technology innovation capacity.
