In the theoretical view of the 'central-local' government and 'government-party committee', enhancing county government's autonomy in administrative reform, functioning government power in reason, reforming structure of power, setting up the status of legal entity of county government and forming the good governance and cooperation relationships between government and society, are the important strategy directions of institutional reform of county government.
