党的十六届四中全会明确提出构建社会主义和谐社会的战略目标和提高政府能力的战略要求。本文对社会主义和谐社会的思想发展历程、政府在构建和谐社会中存在的问题、加强政府能力建设的对策建议等重点问题展开了研究。

Our Party has definitely put forward the strategic object of constructing socialism harmonious society and the strategic demand of increasing our government＇ s capacity at the Fourth Plenary Session of the 16th Central Committee. This paper makes further study in terms of the developing course of socialism harmonious society, the problems existing in government＇ s harmonious society construction and the countermeasures on how to enhance the government＇ s capability.
