关于大连推行公路养护体制改革 实行公路养护监理制的几点建议

大连公路养护体制管理,虽然取得了一定的成绩,但经多年的实践表明,现有的养护体制仍存在弊端,“旱涝保收”、计划经济模式的“绿洲”在大连仍存在,这必将受到改革大潮的冲击,因此大连养护体制改革势在必行。结合公路建设监理制,分析了推行公路养护监理制的重要性、必要性和迫切性,并提出了养路监理制的初步设想,对今后的养护工作走向社会提供一些参考。

In Dalian there is yet ＂ Oasis＂ that＂ Ensuring Stable Yields dispite Drought or Excessive Rain＂and＂ Planned Economy＇s Mode＂, it inevitably undergoes pounding of reformation tide, consequently the reformation of Dalian highway curing hierarchy is imperative. In the light of highway construction supervision hierarchy, the paper analyzes the importance, necessity and urgency of pursueing the highway curing supervision hierarchy, and presents a tentative ideas for road maintenance supervision hierarchy, which offer some references for curing work to advance towards society in the future.
