摘要
乡镇矿业采矿许可证发放管理不严，导致乡镇矿山发展过滥、矿业秩序混乱，改进办法在于制定合理开发规划、完善乡镇采矿管理法规、实行矿产资源有偿使用。
Abstract The easy obtainment of mining licence has resulted in excessive expansion of township mines and disiorderly mining. This paper calls for rational and compensated use of resources,inplementation of relevant laws.
