Discussion on Network Complexity of the Electronic Government System

在政府信息化建设进程中,政府管理正面临信息网络化和系统联动一体化的挑战:传统的政府组织结构和管理模式已不适应电子政务建设和发展的要求。电子政务不再是一个简单的信息技术或者公共行政领域的问题,而是一个复杂的社会系统。政府组织结构、行政过程、管理职责、机构改革、政府绩效诸要素决定了电子政务网络的复杂性。本文通过对传统政府组织结构缺失、电子政务系统中的政府行政组织模式变革的研究分析,提出了电子政务网络系统的网络数据交换、应用集成和体系结构的复杂性。为复杂社会系统中的电子政务研究提供理论参考。

With the course of informatization, the govemment management faces the challenge coming from the Web-based information and integrating system linkage： it cannot adapt to the construction and the development of electronic government that organization structure and management model of traditional government. Electronic government is not a simple information technology or an issue in the realm of public administration, but a complex social system. The complexity of electronic government network is decided by many elements as organization structure of the government, processing of administration, responsibility of management, organization reform and government performance. Based on the analysis of the lack of traditional organization structure and model innovation of government organization, The paper brings the complexity of network data exchange, application integration and system structure for the purpose of providing theoretical reference to the study on electronic government in the complex social system.
